Overall goal
Strengthen community resilience and institutional capacity to deliver comprehensive disaster management to reduce the impact of disasters
Strategies:
The Disaster Management Directorate will focus on minimizing community vulnerability and risk to disasters, avoiding or limiting the adverse impacts of disasters, within the broad context of sustainable development
- Predict and prepare for effective, timely and appropriate response to man-made and natural disasters
- Build the capacities of communities to respond, mitigate and recover from disasters.
- Respond effectively and timely to all disasters affecting the most vulnerable households
- Develop and implement appropriate food security and environment management interventions for the vulnerable communities
- Assisting families who are scattered, separated and without news in times of disasters and in specific social cases through an efficient and operational RFL service

Key Activities:
- Conduct a national vulnerability capacity assessment -Continue with risk mapping Carry out contingency planning -Sensitize communities to prepare for disasters Develop an integrated training manual for disaster management
- Scale up disaster management related skills and information transfer to community level -Install early warning systems in disaster vulnerable areas
- Improve the communication systems -Procure adequate relief stock at national and regional stores -Strengthen partnerships and networks with government at all levels and other stakeholders in disaster management -Disseminate safe access model and URCS Standard Operating Procedures (SOP)
- Review URCS disaster management Policy -Develop, design and expand relevant community based disaster management (risk reduction) interventions/projects based on VCA to 10 new branches -Improve/quicken disaster assessment procedures
- Provide relief assistance to persons affected by disasters
- Promote food security in hard hit communities
- Develop and adopt environment management strategy -Conduct community environmental management education and activities -Promote environmental management initiatives -Enhance the capacity of staff and volunteers to provide Restoring Family Links services
