Job Purpose:

The Community Engagement and Accountability (CEA) Focal Person will work closely with Food Security and Livelihoods Project team to foster relationships with NGOs, CBOs, Refugee leadership, community leaders and the wider community, and ensure strong community engagement in the implementation of the project activities.

Key responsibilities:

    General

  1. Mainstream CEA activities into the Food Security and Livelihoods project plan and the wider West Nile Refugee Response Operations.
  2. Ensure beneficiaries are regularly consulted and their feedback documented and used to understand beneficiary satisfaction levels within the project. 
  3. Plan and deliver CEA awareness sessions and training to staff and volunteers in the Food Security and Livelihoods Project and the wider West Nile Refugee Response Operation personnel.
  4. Ensure staff in the Food Security and Livelihoods Project and wider West Nile Refugee Response Operation have received and reviewed the CEA minimum actions, CEA guide and CEA toolkit.
  5. Ensure visibility of URCS in project areas of implementation through developing of relevant IEC materials, Signage and Labels. 

    Participation and feedback

  1. Ensure project staff and volunteers have a full understanding of the communities they are working with, including the community dynamics, culture and power relations between different groups;
  2. Share and discuss timely, accurate and relevant information regularly with communities, about project activities and progress, using the best communications approaches to engage with different groups;
  3. Ensure all volunteers working on the Food Security and Livelihoods Project and the West Nile Refugee Response operation receive basic communication and complaint handling skills training;
  4. Ensure beneficiary selection criteria is discussed with the community and communicated clearly to everyone;
  5. Establish a formal mechanism to capture, monitor, respond to and act on feedback and complaints from project beneficiaries and wider community.

    Information as aid

  1.     Ensure project assessments include focus areas on peoples’ information needs and preferred communication approaches;
  2. Based on community feedback and assessment data, identify and utilize the best communication approaches to provide communities with relevant and actionable life-saving and life-enhancing information;
  3. Carry out regular checks as part of monitoring to ensure information shared with communities is understood, relevant and useful and update as necessary.

   Behavior and social change communication

  1. Based on community feedback and assessment data, identify and utilize the best communication approaches to support communities to address and change unhealthy and unsafe practices;
  2. Supports programmes and operations to adopt innovative approaches to better understand and engage with communities on behavior change issues;

   Evidence-based advocacy

  1. Support communities to identify the key issues that affect them and raise these with decision and policy-makers;
  2. Represent the needs of communities at meetings and workshops with decision and policy-makers.

 

PERSONS SPECIFICATIONS

Education Qualifications
  1. Minimum Bachelors’ Degree in Social Work and Social Administration, Social Sciences, Development Studies or a related field from a reputable Institution.
Working  Experience
  1. Minimum 1 years relevant experience in implementation of humanitarian and development projects from a reputable NGO organization;
  2. Training in Emergencies and Relief operations/ Disaster Risk Reduction will be of added advantage
Core Competencies and knowledge 

Good Knowledge:

  1. High level of Intergrity
  2. Data analysis and reporting skills
  3. Good planning skills, with the ability to identify areas for improvements in operations through the integration of CEA approaches and activities.
  4. Team player, with the ability to coordinate and engage others and build good working relationships with internal and external partners.
  5. Strong written, presentation, facilitation and training skills.
  6. Ability to multi-task and work under stressful conditions to meet deadlines.
  7. Excellent interpersonal, communication and networking skills
