BACKGROUND

Uganda hosts newly arrived refugees from DRC in, amongst others, two settlements: Kyangwali in Kikuube district and Kyaka II in Kyegegwa district. The local and regional capacity of URCS branches and respective local governments to support reception and settlement of these refugees is often insufficient.

While the newly arriving Congolese refugee situation is still in an emergency phase, ensuring their gradual self-reliance through their inclusion in the local market and economy is a challenge. 

In addition, the persistent threat of communicable diseases and other bacterial diseases spreading in the densely-populated settlements that often lack adequate infrastructure, calls for a multi-pronged approach. 

Therefor the URCS, in partnership with the Belgian Red Cross – Flanders, intents to address the needs of DRC refugees and host population in these two settlements through the project “Improving the local response capacity and strengthening the resilience of Congolese refugees in Western Uganda”. The project aims to promote self-reliance as well as enhanced capacity of RC branches and respective local governments to effectively coordinate response to the population movement crisis. 

 

The project activities targeting refugees will be implemented in Kyangwali settlement and Kyaka II settlement, while capacity building activities will be implemented in the 5 URCS Branches of Hoima, Bundibugyo, Kasese, Kisoro and Kabarole. 

Job Purpose:

The Food Security and Livelihoods Officer will responsible for all the Food Security and Livelihoods day to day activity implementation at Community and Settlement level. He/she shall work in close collaboration with the refugee Response Operations Manager for the implementation of the project, and will report to the EPR Manager.

Key responsibilities:

  •  Support field level technical assessments in coordination with the Operations Manager and other partners involved in food security and livelihood. FSL response lead, ensuring assessment findings are documented and that all assessments include a specific analysis of refugee’s needs.
  • With support from the EPR manager and Operations Team and/or other senior programme staff, develop activity plans and budgets, contributing towards an overall project implementation.
  • With support from the EPR manager and Operations Team and/or other senior programme staff, support with inputs in development of high quality concept notes and proposals aiming at attracting new project funding.
  • In collaboration with the Branch Manager and Volunteer Management Officer, support the identification and recruitment supervision, coaching, training and retention of community mobilisers and/or project volunteers.
  • With support from the URCS Monitoring & Evaluation team support the M & E plan implementation within the FSL projects, ensuring this links to reporting requirements.
  • Work closely with partners and their staff to ensure project activities are implemented in time and within the stipulated quality, and to ensure adequate community engagement and accountability mechanisms, including feedback from beneficiaries (PDM, Beneficiary Satisfaction Survey,…).
  • With the support of  EPR Manager and Operations Team, provide direct project implementation to ensure timely delivery of project activities in line with logframe.
  • Prepare timely programme and donor reports on project activities in compliance with URCS requirements and any relevant external donor requirements.
  • To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Standards and Red Cross Code of Conduct.
  • Foster positive relationship (collaboration and networking) at District Level and refugee settlement levels.
  • Provide technical leadership and guidance to the Food Security And Livelihood project activities and volunteers in the elaboration of a Food Security And Livelihood Interventions Strategy;
  • Undertake any other FSL related tasks as assigned by the Line Manager.

 

PERSONS SPECIFICATIONS

Education Qualifications
  1. Minimum Bachelor’s Degree in humanities i.e. Rural Development, Agriculture, Agroforestry, Environmental Science, Public Health Nutrition or a related field from a reputable institution;
  2. Postgraduate qualification in Project Management, Capacity Building, or a related field will be an added advantage.
Working  Experience
  1. At least 3 years of demonstrated environmental sustainability or development field, food security and livelihood/income generating projects, agro-marketing, etc. in a local or international not-for-profit-organization is an asset;
  2. Familiarity with working with local structures of Government related to refugee crisis will be of added advantage.
Core Competencies and knowledge 

Good Knowledge:

  1. High levels of integrity;
  2. Strong interpersonal and communication skills, with good understanding of relevant cross-cultural issues;
  3. Knowledge of local language and cultural context of the refugees and host communities is a plus;
  4. Demonstration of high level of integrity and financial literacy, especially understanding donor regulations;
  5. Positive, respectful attitude and collaborative approach to diversity;
  6. Track record in community mobilization, technical training, facilitation and awareness raising activities;
  7. Demonstrated attention to detail; ability to follow procedures, meet deadlines and work independently as well as cooperatively with team members;
  8. Team player, self-motivated and proactive on own initiative to set and achieve goals;
  9. Highly motivated, self-starter able to lead a process, engage others and create ownership;
  10. IT experience – Proficient in Microsoft Office (WORD, EXCEL) – Knowledge of statistical software applications (i.e. SPSS, STATA).
  11. Ability to ride a motorcycle and must have a valid driver's permit
