About the project:

The Uganda Population Movement Emergency Appeal (EA), PUG066/MDRUG040 was launched in April 2018 by the IFRC and URCS.  The emergency Appeal is an extension of the DREF Population movement whose implementation started mid-January 2018. The intervention is being implemented in Kyangwali Refugee settlement and has 4 core areas: Health; Water Sanitation and Hygiene (WASH); Psychosocial Support (PSS) and or Protection, Gender and Inclusion (PGI) and Community Engagement and Accountability (CEA).

Job Purpose:

The Program Assistant-Psychosocial support will implement community based Psychosocial Support interverntions . s/he has to show an ability to engage and form effective working relationship with implementing partners and any other relevant mental health and Psychosocial Support (MHPSS) and protection Actors, Local Authorities, Refugees and Other Persons of concern.

Roles and Responbilities 

Support by the Operations Manager, the person will be responsible for implementing the activities foreseen in the Appeal under the Psychosocial support function for URCS. S/he will provide day-to-day support and coaching to URCS beneficiaries and volunteers to promote their emotional and social wellbeing and to ensure that activities are implemented in accordance with the URCS program/project plans and strategy 2020 S/he will support the coordination of planning, implementation, monitoring and evaluation of PSS activities within the Kyangwali Operation and inline with the URCS workplace and emergency context.

S/he will specifically undertake the following roles / responsibilities:

  • Conduct assessments to identify psycho-social needs of communities and develop appropriate or recommend appropriate action for URCS.
  • Support the development of tools for monitoring and evaluation of PSS activities and train URCS volunteers on their utilization;
  • Prepare all URCS volunteers in how to talk with distressed refugees and identifying refugees with PSS problems that are in need of referral;
  • Acting as the liaison with other psycho-social support and protection services partners;
  • Attending regular sectoral meetings with partners and stakeholders;
  • Supporting capacity development by providing continuous  mentorship and coaching for psycho-social volunteers;
  • Operationalize and support periodic meetings with peer to peer Champions to ensure that they are mentored and supported to conduct community activities and appropraitely report on them.
  • Prepare high quality project progress reports as required, in a timely manner;
  • conduct Psycho education and community outreaches and awareness-raising as part of community based psycho-social interventions;
  • Support the integration of psychosocial support intervention in WASH, CEA, PGI, Hygiene promotion activities through implementing joint activities with the mentioned sectors.
  • Document lessons learnt, success stories registered and submit to the supervisor for review 
  • Any other duties as may be allocated from time to time 



Education Qualifications
  1. Degree in Psychology, Mental Health, Counselling, social work or any related field;
  2. Post graduate specialized professional training in the Psychology, Mental Health, Counselling  will be an added advantage;
  3. Familiarity with the Inter Agency Standing Committee Guidelines for Mental Health and Psycho-social  Support, Minimum Standards for child Protection in Emergency, Minimum Standards for protection , Gender and Inclusion in Emergencies 
Working  Experience
  • Experience providing psycho-social support within the context of an emergency environment to vulnerable 
  • Experience working in a refugee / IDPs setting will be an added advantage.
Core Competencies and knowledge 

Good Knowledge:

  1. Strong computer skills especially Microsoft word and Excel.
  2. High level of integrity;
  3. Track record in participation, technical training, facilitation and awareness raising activities;
  4. Strong interpersonal and communication skills, with good understanding of relevant cross-cultural issues;
  5. Ability to supervise and offer mentorship to a group of volunteers.;
